On December 17, the Verkhovna Rada passed in the first reading the draft law titled “On Amendments to Certain Laws of Ukraine to Ensure the Right to Acquire and Retain Ukrainian Citizenship”, according to a report by Ukrainska Pravda referencing MP Yaroslav Zheleznyak.

“The Rada has supported the introduction of the institution of dual citizenship in Ukraine as a basis (in the first reading) through draft law No. 11469,” Zheleznyak wrote on his Telegram channel.
He stated that 247 MPs voted in favor of the decision.
“Before the second reading, the recommendations and comments of the Ukrainian World Congress must be considered,” Zheleznyak noted.
In a separate vote (with 150 votes), MPs decided to request the Constitutional Court’s opinion on the draft law.
President Volodymyr Zelensky submitted the draft law on dual citizenship to parliament in August. According to the document’s rationale, adopting the law will help ensure the conditions for the return of citizens forced to leave Ukraine due to the war and the preservation of their Ukrainian citizenship.
Additionally, it expands the opportunities for certain categories of foreigners and stateless persons to acquire Ukrainian citizenship.
