Multiple Citizenship in Ukraine: President Zelensky Shares Foreign Policy Priorities

July 21, 2025 – At Monday’s Ukrainian ambassadors’ conference, Volodymyr Zelensky, the President of Ukraine, outlined in detail his country’s foreign policy priorities for the near future. He emphasized that regarding the introduction of multiple citizenship, Ukraine aims to start dialogues primarily with countries where significant ethnic Ukrainian communities live, reported the rbc.ua news portal.

The Ukrainian Verkhovna Rada recently made a historic decision by passing the law enabling multiple citizenship. Zelensky noted that after the law came into effect on July 15, the government began identifying countries it can enter into agreements most swiftly, namely Germany, Poland, the Czech Republic, and the Baltic states. Hungary is not in the first round.

The president added that the final list of countries is being developed in close cooperation with the top leaders of the government, including Prime Minister Yulia Svyrydenko, Foreign Minister Dmytro Kuleba, and Parliament Speaker Ruslan Stefanchuk. Potential partners also include Canada and other countries that have traditionally supported Ukraine.

Zelensky particularly highlighted that cooperating countries must not only maintain friendly and supportive relations with Ukraine but also have a positive attitude toward the Ukrainian communities living there. Agreements will only be made with countries that respect Ukraine’s sovereignty and do not jeopardize its security interests.

This initiative is a significant step toward strengthening the rights of the diaspora and maintaining the unity of the Ukrainian nation, especially amid current geopolitical challenges.
